Good top ten lists. I don’t see many glaring omissions here aside from your obvious “need to see” comments. But my own 1999 list would include Eyes Wide Shut in the #1 slot, as I think it’s a very misunderstood film. Also, I recommend Whale Rider, City of God, and 21 Grams (all 2003), assuming you haven’t seen them. Yeah, that was a good year for cinema – prolly the last “truly great” year.

I have seen Whale Rider, but not since it first came out on DVD. I liked it, but thought it was a bit slow (but I was pretty young at the time, and not watching a lot of those types of films, so I might have more patience for it now). It just misses my top 10 for the year, but it’s not really fair to compare a film that I haven’t seen in six years to one like Mean Creek, which I saw three weeks ago. I definitely need to check out 21 Grams and City of God, though.
I actually used to think that 2003 was rather weak for film, but as I’m seeing more from the year, I have to agree that there were a lot of really strong, diverse films. I think that 2007 was my favourite year for film of the past decade, though. No Country for Old Men and There Will Be Blood are of course great, but there’s also films like Zodiac and The Assassination of Jesse James that seem to get more respect as time goes on.

I was sad to not see Black Swan in your 2010 list. Or The King’s Speech, for that matter. I was also surprised not to see Forrest Gump or Shawkshank Redemption in your 1990s list (both in ’94). Overall, good lists. I love Juno and Where the Wild Things Are, so those were welcome surprises!
